문재인 대통령이 2030년 신재생에너지 발전량을 전체 전력의 20%를 목표로 하겠다고 발표해 신재생 에너지 확대 공약을 이행하기 위해 정부가 구체적인 준비작업에 착수했습니다.
정부는 우선 2030년까지 현재 현재 15기가와트 수준인 신재생 에너지 발전량을 68기가와트로 늘릴 방침입니다. 현재 신재생에너지 발전량 가운데 태양광과 풍력 비중은 15%에 불과하지만 2030년엔 80%로 높일 계획입니다.

The government plans to increase renewable energy generation to 68 gigawatts, which is currently 15 gigawatts by 2030. Currently, solar and wind share of renewable energy generation is only 15%, but we plan to increase it to 80% by 2030.
산업부, 재생에너지 3020 이행계획(안) 발표 (2017.12.20)
20일 오전 산업통상자원부는 ‘제 2회 재생에너지 정책협의회’를 개최하고 ‘재생에너지 3020 이행계획(안)’을 발표했다. 제 8차 전력수급기본계획안에 포함된 재생에너지 발전량 비중을 2030년 기준 20%까지 높이는 목표에 대한 진행 계획 세부 사항이 그 주요 내용이다. 산업부는 해당 계획안을 바탕으로 내년 초 ‘제 4차 신재생에너지 기본 계획 수정안’을 확정할 예정.
• 2030년까지 재생에너지 발전 설비 총 48.7GW 증설 : 2022년까지는 12.4GW, 2023~2030년까지는 36.3GW 증설을 목표. 증설하는 48.7GW 중 대부분인 47.3GW는 태양광 발전(30.8GW)과 풍력발전(16.5GW)이 차지.
• 국민참여 확대 및 지자체 주도 유도 : 도시형 자가용 태양광 확대, 농촌 태양광 활성화 등을 통한 국민들의 태양광 사업 참여 유도. 아울러 2018년 중 신재생에너지법을 개정하여 계획입지제도 도입 추진.
• 대형 발전사 RPS 의무비율 상향 조정 : 증설 용량의 60%를 차지하는 대규모 프로젝트 부문에서는, 중장기적으로 대형발전사들의 RPS 의무 비율을 단계적으로 상향 조정하여 재생에너지 발전 확대를 유도.
• 에너지 신산업 육성 : 재생에너지 R&D 지원을 통한 산업경쟁력 강화. 분산전원 확대를 위한 전력중개시장, ESS/연료전지 육성.
Ministry of Industry announces implementation plan for renewable energy 3020 - Dec 20, 2017
The Ministry of Trade, Industry and Energy held the 2nd Renewable Energy Policy Council and announced the Renewable Energy 3020 Plan. The main contents are the details of the progress plan for the goal of increasing the proportion of renewable energy generation included in the 8th basic plan of electricity supply and demand by 20% by 2030.
The Ministry of Industry and Industry is planning to finalize the 4th Basic Renewable Energy Amendment based on the plan.
• 48.7GW total expansion of renewable energy generation facilities by 2030:
We plan to increase 12.4GW by 2022 and 36.3GW by 2023 ~ 2030. Most of the 48.7GW capacity expansion, 47.3GW, is solar power (30.8GW) and wind power (16.5GW).
• Increasing public participation and inducing local governments:
Encouraging people to participate in solar power projects by expanding urban-type solar PV and activating rural solar energy. In addition, the Renewable Energy Act was revised in 2018 to promote the planned location system.
• Increasing RPS duty ratio for large power generation companies:
In large-scale projects, which account for 60% of capacity expansion, the RPS duty ratio of large power generation companies will be gradually increased in the medium to long term to induce the expansion of renewable energy generation.
• Foster new energy industries:
Reinforce industrial competitiveness by supporting renewable energy R & D. Fostering power brokerage market, ESS / fuel cell to expand distributed power.
