발전사업자의 RPS 제도 참여 절차
1. 발전 사업 허가 : 3MW이하 - 지자체, 3MW초과 - 산업부 전기위원회
2. 판매사업자 선정 : 발전사업허가 후 참여
3. 발전소 준공
4. 사용전 검사 : 전기안전공사
5. 전력수급계약 체결 : 전력거래소 (*단,1MW이하의 경우 한전과 체결 가능)
6. 발전사업 개시 : 해당 지방자치단체에 사업개시 신고
7. RPS 대상 설비확인 : 신재생에너지 센터 신고 (*사용전 검사일 후 1개월 이내)
8. 공급인증서 발급 및 거래 : 신재생 에너지 센터에서 발급받아 전력거래소에서 거래
공급인증서(REC) 발급 및 거래 절차
1. 발전량 확인 : 신재생 에너지센터 (RPS 종합지원 시스템)
2. 공급인증서 발급신청 : 신재생 에너지센터
3. 공급인증서 발급 : 신재생 에너지센터 에서 발급된 공급인증서(REC) 확인
4. 공급인증서 거래 : 전력거래소 (거래 시스템)에서 거래
RPS : 신재생에너지 의무할당제 (Renewable energy Portfolio Standard)
REC : 신재생에너미 공급인증서 (Renewable Energy Certificates)
SMP : 계통 한계 가격 (System Marinal Price) - 한국전력이 민간발전사업자로부터 전기를 사들이는 가격 (원/Kw)

(* In case of less than 1MW, it can be concluded with KEPCO) -
Start of power generation project: Report the start of the project to the local government

Confirmation of facilities subject to RPS: Notification of New Renewable Energy Centers (* Within 1 month after inspection date before use)

Issuance and Transaction of Supply Certificate: Issuance from the Renewable Energy Center, Transaction on the Power Exchange

Check the amount of generation: New Renewable Energy Center (RPS Comprehensive Support System)
