RPS(Renewable Energy Portfolio Standard)가 뭐죠?
일정규모(500MW) 이상의 발전설비(신재생에너지 설비는 제외)를 보유한 발전사업자(공급의무자)에게 총 발전량의 일정비율 이상을 신, 재생에너지를 이용하여 공급토록 의무화한 제도로, 민간 발전사업자의 투자 안정 활성화 및 공급의무자의 태양광 의무 공급량 이행 지원을 목적으로 태양광 공급 인증서 판매업자를 선정하여 공급의무자와의 20년 이상 장기계약을 체결토록 지원하는 제도입니다.
공급의무자의 범위란?
늘어나는 이산화탄소 배출량을 줄이고 신,재생에너지 시장을 키우기 위해 2000년대 초반부터 영국, 스웨덴, 캐나다, 일본, 호주, 미국 등 전 세계적으로 도입하여 운영 중이며, 현재 국내에서는 2012년 1월1일부터 시행되어 한전 발전자회사, 지역난방공사, 수자원공사, 민간발전 자회사 등 18개의 대형발전소를 공급의무자로 지정해 발전량의 일정부분을 신,재생에너지로 생산하도록 의무화하고 있습니다.

RPS 제도의 현황과 전망이 궁금하세요?
신,재생 에너지 공급 의무량은 2012년 2%로 시작해 2030년 이후에는 20%로 점점 그 비율이 늘어나도록 시행령에 명시되어 있습니다. 또한 소규모 사업자 보호를 위하여 의무량의 50% 이상을 외부로부터 구매하도록 하고 있습니다.

What is RPS(Renewable Energy Portfolio Standard)?
RPS is a mandatory system that requires power generation companies (suppliers) with power generation facilities above 500MW to supply more than a certain percentage of the total generation using renewable energy. KEPCO selects a solar power supply certificate vendor to conclude a long-term contract with the supply mandate for more than 20 years to promote investment stabilization for private power generation companies and to support supply mandates to fulfill the mandatory supply of solar power.
